saturday surfing, landed on http://www.climbtothestars.org/ and happened to
notice there's a sidebar list of recent referrers (neat idea), among which
was

   http://www.google.com/search?q=target="_blank"+strict+html

hey, i think i know who might be searching google for this -- somebody
validating to strict, getting an error that target="_blank" is not valid,
and looking for an explanation...

sure enough, i try that search and http://climbtothestars.org/coding/html/
is among the top hits, although unfortunately it doesn't answer the
target="_blank" question

still, it's a good basic intro to html -- it even mentions an evolt article,
"The XHTML Transition: It's not that difficult"

also in the google results is a thread at the www-validator at w3.org archive,
among which is a post by a Nick Kew pointing to a page at the WDG where they
offer an alternate DTD --

WDG have incorporated frameset and a few other changes into HTML 4.01
Strict, so that target is allowed in the <base> tag (no mention of whether
it's allowed in the <a> tag, though)
