I know I'm jumping into this one kinda late, but I haven't seen this one

Break it down to a simple cost-benefit ratio. My guess is that you'll
find that:
1) Trying to implement a situation in which all users use FP or DW or
something is far more expensive, both in development and in ongoing support.
2) You'll be able to give them exactly what they need if you design a
custom solution, instead of the shotgun (and a cheap K-Mart shotgun at
that) approach of FP and the like.

You might want to check out some online HTML WYSIWYG editors. The one
I'm using now is soEditor by SiteObjects (http://www.siteobjects.com/),
designed for use with Coldfusion. It does everything that most users
need, and relatively well. As a matter of fact, we use it in about the
way you're looking for: complete content control, minor formatting
control (on body content), no template control.
