There is an option in PHP, namely :

; Allow the <? tag.  Otherwise, only <?php and <script> tags are recognized.
short_open_tag = On

If you turn off the short_open_tag, then it will not parse <?xml as php. Of
course, the other
way around that problem is to put the following lines in your html :
<!DOCTYPE html PUBLIC "-//W3C//DTD XHTML 1.0 Transitional//EN"
< h t m l xmlns="http://www.w3.org/1999/xhtml" xml:lang="en" lang="en" >
