As Adrian noted, fonts are designed to the pixel... same with other desktop
material such as cursors, icons, dialog boxes, desktop chrome. Pretty much
any resizing will degrade it, with the only difference being how much
degradation you get.

Resampling up for print is easiest, particularly if you resize to an
integer multiple (eg, three printer dots for every screen dots, etc).

If you're capturing for web display, then could you crop instead of scale...?
