Much like the windowsupdate site, your browser is performing a check for
installed fonts (versus the one installed on the site you are about to
view) using the CLSID's stored within your registry. The main reason you
receive the install option is because MS has that language pack available
from its library.

If you are curious, check in your registry under
HKEY_LOCAL_MACHINE\SOFTWARE\Classes\CLSID\ and browse what you currently
have installed.

There used to be some great documentation on one of the faqts.com pages
(and a small bit from MS themselves) but as of late details have been scarce.
