Kent,

There are a bunch of open source CMS out there. One we suggested in a
proposal (still pending) is Wyona (http://www.wyona.org)
(http://www.wyona.com), which is for example used for the online
version of the Neue Zürcher Zeitung (one of the leading newspapers in
Zürich).

That product is fully XML based, and allows for setting up workflows.
It is using/working with the Cocoon XML publishing system (all open
source components). It is written in Java, and can be therefore
easily ported to almost any server plattform.

The limitations are that it is _you_ having to implement it...

If this is a bit too much beyond what you have in mind, you might
look at adapting one of the various Weblog systems, where some are
also open source or freeware (think about Greymatter)
