In pages you design, this goes in the head:

<META HTTP-EQUIV="imagetoolbar" CONTENT="no">

To turn it off in your own copy of IE6, go to 'Tools | Internet Options',
click the 'Advanced' tab, and 2/3 of the way down, uncheck the box 'Enable
Image Toolbar'
