If you don't want to be stuck with using a particular language, this is one that
runs on your local Windows machine, then uploads and archives your blogs
- works very well:

NO ASP, PHP, CGI etc. required. Easily customizable and free. Comes with
spell checker, ftp built-in, make your own templates, etc. etc. Totally easy to
set up, simply a great little appy.
