Another idea is to count the hits per message as (some) people who swear in
posts tend to do it a lot; so count the banned words and if high don't post
it immediately and flag for admin approval. You could keep a tally for
banned words per IP address which may help a little with repeat offenders,
so you could filter out all posts by certain individuals.

Unless it's a requirement of the project perhaps you might consider a switch
and/or possible options for the filter, so users can see all the messages in
all the gory glory if they chose to, while others may choose a beeped option
(S***thorpe), and the rest only see dodgy messages (such as those containing
Scunthorpe) once they've been approved by the admin.
