Heh... It's not a bug - it's a feature.

Mozilla decided to follow the W3C recommended behavior of using title
attribute alone for tool tips, and using alt as it should be used, in other
words alt display instead of the image if it by any reason, client or
server side alike, is not available. (For example if you browse with images
disabled.)

So, this is not a bug, and it certainly will not be fixed, as it's the
correct behavior. That browsers in the past has behaved differently doesn't
justify any deviation from the standards by Mozilla.
