By delivery, are you talking about messages you send, or messages you
get?  When is comes to inbound messages, these services normally queue
all inbound emails and then sorts them periodically.  This means that
they can sometimes dedicate processing priority to one ahead of the other.

When it comes to outbound emails, the same can be the case.  But to an
even greater extent.  These servers are normally used by both the
freebie users and the paying customers.  Any activity by the paying
clients can be considered a greater priority.  These means that your
freebie messages can sometimes get pushed to the end of the line.
