I liked WebEdit Pro at http://www.webedpro.com/index.html.  It's IE 5+ only
though, and comes as part of a larger site management system.  It's pretty
cheap - $145.  You could throw out the management part and just use the
editor and it would still be a good deal.

And by the way, most IE-only editors do not use ActiveX controls, they use
IFrames, JavaScript and MSHTML and take advantage of built-in IE
capabilities.
