The Data.css file I downloaded from http://hclic.gwsystems.co.il/pages/DesignTest/Data.css had a lot of bugs in it.

After playing around a little with it (taking out unnecessary quotes,
changing "=" to ":", adding units where necessary, etc.) it looks as if
the keywords for font sizes are different when in "quirks" mode than when
in XHTML mode. Instead of using "medium," et al., try substituting some
actual sizes and see what happens.

When trying to track down bad style behavior, it's often useful to run the
CSS file through the validator at  http://jigsaw.w3.org/css-validator/
because it can help you start from a well-formed style sheet. Sometimes
the bad behavior of a page is rooted in a forgotten colon or stray quote
mark. These kind of errors aren't always easily spotted by eye, so the
validator can help you clean them out more efficiently.
