there are languages out there (that use symbols) that have been developed to do this sort of thing, though they're more for a presentation aspect and not the actual implementation.  the one i'm familiar with and have used on occasion is jjg's visual vocabulary.

you could probably develop a set of tags (in cf at least) that could be mapped to each of the symbols and encase business logic for each to develop an actual prototype that would follow the logic as defined by the symbols.
