It seems to me that you have three choices here:

1. Design the site in such a way as to allow him to use FrontPage for
maintenance. (This is, after all, what the customer has requested.)
2. Show him how your design will allow him to do exactly the same thing much
easier without FrontPage.
3. Decline to work on the project.

It sounds like this user wants a lot of control, no matter how much trouble
it lets him get into. If he gets into serious trouble, you can always charge
him an outrageous fee to set it right.
