Lots of good suggestions so far, especially about making sure that the
intranet actually gets *used*.

That's what you should focus on first. Who is going to be using the
intranet? Will different users/departments/lines of business want
different functionality? etc. etc.

Go through the requirements gathering process, focusing on end user
uses/required functionality. You can compliment this by coming up with
some initial ideas/goals for the project, to give the users some sense
of what the intranet is meant to accomplish -- central employee
directory,  file sharing/knowledge management repository, info site for
internal/external news...

Once you've got all the requirements gathered, then you can start
deciding on the tools you'll need. An intranet focused on competitive
intelligence, document versioning, and knowledge management will have
very different requirements than an intranet that is more of a central
info site that gets updated by just a few people.
