Have you tried using the standard SSI commands, such as the ones outlined at
<http://hoohoo.ncsa.uiuc.edu/docs/tutorials/includes.html> ? The command

<!--#include file="footer.inc" -->

works on many servers with SSI turned on by default.

I'd put a stake in the ground to try and limit the extent of your valuable
time. If they're getting it for free, then they can't justifiably complain
when you don't use advanced functionality.
