Take a look at HTML tidy. It is built into a ton of stuff (Dreamweaver MX I think is one of the apps) and it will take crappy code and clean it into xhtml. Is the xhtml compliant code clean and "standards compliant"? From what I understand, and I may be misunderstanding, is that the code is not too clean. People use it and then go in and clean the code up by hand.
