Publisher 2000 (and perhaps earlier) has a 'Create Web Site from Current
Publication' that does a rudimentary job of converting Publisher files
to (not-even-close-to-valid-or-tight-or-exemplary) HTML+CSS.

Would that be a possible starting point, or where you hoping to automate
the process?
