as bad as they can be, i think they'l always have their place...

consider intranet/extranet applications that leverage an Outlook-
style interface (main toolbar across top, nested navigation on left,
work pane to right)...

for something like that, frames are incredibly useful...

sadly, so many uses of frames are anything but... i still stumble
across sites that think they're powerpoint presentations -- they do
this by using 6 to 9 frames to create a fixed size center viewport...
 i've seen this trend increase with Flash taking up more and more of
my surfing bandwidth (at least when i don't disable the plug-in)...

i dunno if a lot of those whiz-bang Flash developers want to control
the layout so much that centering the content vertically and
horiontally requires frames, or if that's just because they stole the
entire design from someone else...

so, yeah, i'd be interested to see if there's a direct correlation
between frame use and Flash use (as well as pop-up window use)...
