No that I have already installed apache should I uninstall and reinstall?

When did this happen? I've been using localhost (along with my own port
number) since day 1.

Andrew, there is a somewhat old note at
http://shanx.com/php/install_win32.txt -- php 4.0.2 to be precise --
which explains installing PHP as DLLs on windows machines. However, if
some of the emails I get are any indication, it should work with recent
versions of PHP as well. May be it'll help. YMMV.
