I think Richard meant that it wasn't clear what you meant - or at least it
was easy to miss the comma and misread what you wrote - and so it seemed
like it *should* mean 'more small businesses are blah blah blah' even if it
didn't say that. Because when you read it, you say to yourself "more and
more what?".  Perhaps if you said:

"More and more often, small businesses are taking advantage of the benefits
of the internet."

or

"Increasingly, small businesses are taking advantage of the benefits of the
internet."

or

"Small businesses are taking advantage of the benefits of the internet more
and more frequently."

or something else...
