[thelist] When to stream?

I've got a client that wants a video (30sec commercial) within a page that
would be visible immediately upon download. It would continuously loop. I
think his ISP, were the website resides, uses Windows Media Server. Should
it be a streaming file and what are my options? Quicktime is what I'm most
familiar with so I'm a little lost with WMP.

FYI...Cleaner is what we're using to prep the file.
