Sure, using your examples:

If you would like to receive more information about this, click <a>here</a>.

becomes:

We can send you <a>information about [product]</a> free of charge.

Click <a>here</a> to go to your shopping cart.

becomes:

Go to your <a>shopping cart</a>.

The rule of thumb I use is that form elements should verbs on them and links
should have nouns on them.  While this does not always true, it's a good
reference starting point when trying to avoid "click here" links.
