Andrew,

If you're using a win32 box (I assume you are since you unpacked to c:) to host it all - it's a doddle (I have set it all up a *BSD box in the past but I have to go through the *nix learning curve every time:( ).

PHP should have mySQL support built in and the mySQL Win install should have a GUI with it if you don't want to mess with the command line stuff. Use that to set a password for root. Assuming you have a Win 32 binary of mySQL - click setup - job done!

Install phpMyAdmin (best to protect that area of your site if your stuff is viewable externally)- set your username and password in the config file and away you go.

Disclaimer: I'm not saying this is the most secure or efficient way to set things up - but if you're developing locally, it'll get you up and running - and I'm sure the other list members will point out any glaring omissions;)
