Do you know if your client's  users can ping/traceroute the hosting acount
POP3 server ok?

Any networking experts out there?  I apologize in advance for
posting off-topic, but I don't know where else to turn!

One of my clients is having email troubles.  I have a hosting
account set up for them (through my reseller acct), and we have
created a number of email accounts using their domain name.  They
use an ISP that I have no connection with.

The ISP provided a default email account, which they can use with
no problem.  But when they try to check mail for any of the
accounts set up through the hosting account, the POP3 process
times out every time.

I have set up several of their email accounts on my machine,
using Outlook Express, and I can send and receive their mail with
no problem, so I've pretty much ruled out the server as the
source of their trouble.

They are running on a network, but I know absolutely nothing
about networking or about their particular network.  Their
"network guy" is a friend of the owner, so that's my first
hurdle.  He is clueless about what might cause this.

They are using Outlook Express (I don't know what version).

One interesting point -- we first addressed this problem a few
weeks ago.  Email was timing out consistently.  Then "the network
guy" called to let me know that they had a power failure and now
email was working just fine.  But as of today, a few weeks later,
email is consistently timing out again.

The ISP has not been helpful at all.  It would be in the ISP's
best interest to get the hosting accounts.  My hosting company
has been very helpful, but the problem isn't really theirs and
there's not much they can do.  The mail server is working just
fine.

The client is threatening to pull his accounts if I can't fix
this for him.   I don't know where to turn, or even how to search
for insight on this problem.  ANY advice will be very much
appreciated.
