The progress bar has little to do with the actual progress of the
downloading. Try a site that cannot be reached: the progress bar will go to
about 50 to 60 % of the width of the bar before IE gives up and tells you
the site cannot be reached.

In my opinion the progress bar always shows progress, no matter what
happens, to keep the end user happily uninformed of whatever is taking
place. As long as he feels progress is being made, he's content with
Internet Explorer.
