Thanks for the detailed reply Peter.  I have been doing some investigating along those lines and came up with an article on netscape evangilism:

which suggested setting the vertical-align:bottom and display:block in CSS, to no avail. I removed the doctype and that didnt help either.  The two javaScript includes fpi-writevb.js and fpi-main.js are actually there.  They are components of the mook flash api and unrelated to the problem.  I took your advice and submitted the problem to the macromedia forums, so hopefully that will turn up something.  This was primarily just an update, but if anyone has any experience with problems with the fireworks code for popups in Mozilla based browsers, I would appreciate the insight. Here's the link:

The files fpi-writevb.js and fpi-main.js do not exist, so the SCRIPT

Otherwise the code is just too bloody complicated, spotting the error may
take days. I *think* that the style for the mouseovered links is wrong: it
contains far too much padding.

Try removing the doctype and see if that helps.

Check the normal and mouseover styles of the links and see if border+padding
is always the same. I once had a similar problem because of a 1px border
that slightly moved the element, giving a very ugly effect. Decreasing the
padding by 1px at the same time removed the problem.
