As Rudy pointed out you can place meta tags in an include file and it should
work technically. But you may not want to do that.

To the extent search engines rely on meta tags to index and place your page
in search results, they're comparing what your description and keyword tags
say with what the rest of your page is about. So if your page is all about
the Product A sold by ABC company, your tags should be about that Product A.
On the other hand, if your page is all about  Product B, your tags should be
about Product B.

IOW, description and keyword meta tags are more effective if they're
customized to the page they're on. Hence, for those tags, there's no real
point in moving them to an external, include file. You could of course do
that for other meta tags such as "author", "cache", "revisit", etc.
