You can take your favourite browser through the test suites and see how
support is. The only one currently available at the W3C is the selectors
tests:

Given that Mozilla 1.2b is very spotty in its support of the above I'd
be surprised to see a comprehensive support chart anywhere (for most
browsers I'd guess it would read "no").

Assume a browser doesn't support it unless otherwise proven. Besides a
recommendation, when and if it comes, doesn't guarantee support as we
all know.
