Scalability is not just about the hardware. It is about a combination of
hardware and software that allows a system to grow and adapt over time, not
only to increasing loads but also to changing business needs. If, everytime
a new business rule gets added you have to overhaul a major part of the
framework then that system is not scalable. That's why OO development and
the software engineering process are so important.
