Should be a feature of all email programs actually. Take a look at the
raw view of an email; with Outlook Express it's a right click, then
Properties > Details > Message Source. At the head, (not sure what the
proper name for that section is), you'll see the times diplayed like this:
Sat, 26 Oct 2002 13:15:32 -0400
The last bit is the Greenwich Mean Time offset.

The times themselves are part of the smtp function of your email
program, and they should be getting it from the time on your computer.
Where ever you're mailserver is, it should be set to the correct local
time it's in, then the GMT offsets come into play to determine the
difference to display the correct time on a recieved message.

So, you don't really have a whole lot of control on what time other
people have their computers set to eh. And with good email software
like Pegasus, I can manually adjust the GMT offset seperate from the
computer's own clock and really throw a wrench into the works.
