the reason being (I forgot to mention) is that the
browsers render alt and title differently, and where one
can take advantage of title being longer 'one' should.

I tend to use title to display instructions about what to
do with the 'thing' its being a title for. eg; a submit
button would have title="click here to submit this form".
And an input box would have title="enter your name here".

I think Netscape 4.7 doesn't recognise title but it does
alt. And browsers that do recognise title display title
on the mouseover - but I'm not sure what happens in voice
browsers - do they read both alt and title?

(I'm concerned that I have used alt and title for the
  wrong thing)
