Recently, as a project for the company I work for I did exactly this. It
worked out great (used PatTemplate

for the xml-based template parser. You can even throw in a rich-text
editor :
http://richtext.sourceforge.net
(I think that's the url) but this outputs some nasty code - so be
careful who you let fudge with this.
