The accessibility feature, I believe, is not allowing web designers to hide
the true destination of a link.

Opera also has a feature that will disable automatic redirection for the
same reason.  In general, Opera gives more flexibility and more control to
the user than to the author of the page (which is why, for example, Opera
won't let web designers disable right click).

There may be valid reasons for hiding the actual URL, but Opera lets the
user decide if they want to choose what they see rather than some stranger
who made the page.

Now I do know there has been some discussion about having an option where
the Tooltip can show the TITLE and the Statusbar show the URL but I do not
know whether this will change in a later version.
