What happens if you drop your actual screen resolution to 800x600?  (Yes,
I know that's painful, but perhaps necessary to get the full scoop.)

Smells to me like a scrollbar bug.  It's probably been discussed on
css-discuss (rudy?  Do you recall anything?) but I've not crossed paths
with it, in no small part because I'm still using 5.5 as my development
browser on account of IE6's reputation for being an inordinate consumer of
resources.
