Bulls Eye !

I was serving the css from within a database, so the webserver
was not setting the content type as text/css, instead it
was serving as text/plain.

Once i moved the css to a directory on the file system
things were fine.

Maybe i am a bit confused but, according to the article it seems that
the transitional dtd is also considered a strict dtd ?
