In my non-professional understanding, communication between two people is
considered private while communication amongst three or more people is
considered public.

Another folksy understanding of mine that has to do with freedom of speech
in the US is that you may say whatever you wish about others as long as it
isn't a falsehood.

Personally, I'd publish it as long as I could back up all allegations.
