Are you wanting to manage a mailing list only, or do you want software that
helps you create the newsletter as well?

If it's just managing a mailing list, Mailman is nice. For something that
handles creating the Newsletter at the same time, you could try MailWorks
Pro. It's not free, but it's very nice and relatively inexpensive.
