Actually thinking about this it isn't the table its the <td> Is it?

I don't think I have explained this properly :(

I have a page with the navigation at the bottom of the page within a table.
This is a seperate table and below another table where the main ontent resides.
There is a <td> that will occasionally hold text I am trying to get it so that
the text will not push the bottom table further down the page, rather the text
is behind the bottom table.  So presumably the bottom table needs to be on a
different layer?  Am I thinking in the right direction?

This is to avoid using frames whilst at the same time using a frames effect.
