http://www.mako4css.com is XHTML, CSS without tables and seems to work in
most browsers - including NN4.xx.

Other sites of the company I work for are HTML (most of them strict) and
also CSS layouted; tables only where the content is either tabular data or
used for some forms.

It does work, and standards compliant, table-less and CSS do not exclude
older browsers.
