PNG is a lossless format, but there are lots of different algorithms that
can be used to achieve various file sizes, even on the same image.  Image
editors don't always find the best algorithm for the image, so the result
is a PNG that is not as small as it could be.

pngcrush is an open-source command line program (DOS port available) that
tries multiple algorithms to find the most efficient one for the job.  It
can reduce the size your PNGs immensely.
