Ewww.

Without having access to the machine itself it's gonna be a nightmare to
diagnose. As Hassan said, checking the maillogs might offer some clues,
but I doubt you have access to those if it's a third-party.

You've probably already tried this, but I'll ask anyway. Have you tried
a different mail client, just to see if it's something to do with
Netscape. At the very least it'll confirm it's a server side problem.
