This is entirely possible. Rather counter-intuitively, the HTTP spec only
requires that POST data never be cached. Querystring data is perfectly
acceptable to cache (either on the client, server, or an HTTP proxy) as
long as no cacheing directives have been set in the http header.
If there's a proxy server in the way somewhere, then the inexplicable
working - not working - working again pattern may be due to periodic cache
refreshing.
