not jogging my memory here (about the discussions), but &#149; is a
bullet, and usually a better place for a bullet is from an unordered
list... if the bullet exists as a typographic element, it won't
validate and you'll need to use &#8226; (&bull;)...

a smaller version would be the middle dot, or &#183; (&middot;)...
same logic applies, though...
