I don't think he's trying for recreating it at all, and the quote is
misleading because instead of tag list to insert there's HTML insight,
which offers you attributes and values as you type (sort of like
autocompletion) and shows you which attributes are required and which
are deprecated, if you're using xhtml then xhtml compliant mark up is
used instead.

The snippet library is still there, with Quick insert and replacement
tokens (you set up a snippet with variables marked and Topstyle prompts
for values as you insert it).

So IMHO Topstyle is my favourite Editor for PHP/CSS/XHTML (and even
MySQL dumps)

Try it, I'm sure you'll be pleasantly surprised.
