Proxomitron: http://www.proxomitron.org

It's free, works as a local proxy server on your machine, and as such you
can use their default switches or create your own filters and use regular
expressions to tweak *every* aspect of the browser-server communications,
sniff/replace headers (inbound and outbound), etc. It even has a neat watch
window so you can make a request and see *exactly* what is being sent
between the browser and server, headers and all, for each request.

You can spoof outbound headers as well. The most obvious use for this is
changing your user-agent string.

So you get a great proxy filter and a great debugging tool all in one.
