[thelist] accessible hierarchial menus

Sorry, my fault - I did say ordered.

What I meant was that the menu consists of images with layers that popup for
submenus. So in Lynx it currently looks like this:


   Basic Package
   Daily Reports Package
   Interactive Package

   Online Services
   Data Feed Services
   Daily Reports
   Bespoke Reports

   Online Services
   Data Feed Services
   Daily Reports
   Bespoke Reports

   Online Services
   Data Feed Services
   Daily Reports
   Bespoke Reports

   Fundamental Data financial chart
   Welcome

   Home
   Investment Banking Services
   Fund Manager Services
   General Corporate Services
   Private Client Advisers
   Private Investors
   Fund Covererage
   Contact Us


The top 4 groups are the submenus. Now I move the <div's> so that they
appear in order, but its not obvious that its a submenu in lynx.
