there's nothing that says you have to go with another copy of sql server.
you could either use mysql or postgresql on the new box thereby cutting out
the database cost entirely.  that leaves the cost of coldfusion server and
win2k server.

or, even better, since you already have one box, you could use one of them
as the database/email server removing the need to purchase an additional
mail server license and an additional ms sql server license.  then, the new
box could be the web server.  now you no longer have to purchase an
additional coldfusion license.  simply move the licensed copy from the
current box to the new box.  the only expense left is the win2k license.
so, you've now got 2 boxes to handle the load -- effectively splitting the
work between the two -- significantly reduced the number of licenses you've
had to purchase, and have two systems that are designed to work in tandem.
and, best of all, your configuration is the same as 99.9% of all cf hosts
out there so moving clients off your setup into some sort of shared
environment would be very smooth.

i've never had a problem with "ever-present ... scrollbars" with terminal
services on windows.  if the window starts out smaller than the chosen
resolution simply resize it and the scrollbars go away entirely.
