[thelist] rollover effect for links

When exactly is a:focus triggered? I don't think I've ever seen it in use
.. but maybe I've missed it. Or is it triggered when "tabbing" through a
page? Do all modern browsers recognize it, if styled? Would it even be
wise to change it's style from the default? Perhaps I'm confused. :)
